There is a lot more than one military court available in CONUS, and in fact they can set a new one up just about anywhere. JAG officers and enlisted number in the thousands. There are rules on Civilians participating, but I don't know current law, sorry.
I am asking if there is any validity in blocking military appointments from trump by clearing the military court for “COVID”
I am pretty sure the President can open it if he wants.
