They have “joined” the suit in “amici curiae”. Basically, they have an vested interest in the case and will aid the court in making a determination by offering advice and providing evidence. From what I gather though, this is NOT a full on joining of the suit which is still an option. Basically they have joined the case but not fully joined Texas.
