If those states electors are thrown out then would 270 still be the number? You'd subtract those electors from the total available (reduce the denominator) and the majority would be less and I'm guessing Trump could win that way too.
If you were to do what you propose, and make the threshold 50% of the new Electoral College votes (subtracting those 4 states EV), it would be 238 in which Biden would have majority at 244 vs Trump's 232
