I guess in layman's terms I want to know whether a particular vote could be traced back to a specific voter.

If it can't, how would one remedy the situation?

There is no way to distinguish which ballots were cast by which voters. This is by design to protect "voter anonymity', but also has coincidentally been one of the biggest obstacles to actually disqualifying ballots. The claim is that those ballots could have been for either candidate, so there's no way to prove that they impacted the election.

There is no doubt in my mind that every one of those 66,000 underage votes is for Biden.

Oh, I don't doubt it either. I'm just saying that that's the way the argument always plays out. This isn't the first time they've done this. This is just the biggest attempt.
