This is by design to protect "voter anonymity', but also has coincidentally been one of the biggest obstacles to actually disqualifying ballots. The claim is that those ballots could have been for either candidate, so there's no way to prove that they impacted the election.

There is no doubt in my mind that every one of those 66,000 underage votes is for Biden.
