Literally, they can't -- they have no real force projection power at this time other than nukes or proxies, and any damage they do to a state also damages their trade opportunities there...and they have to have trade because 1) they are an export dependent economy; 2) they can't feed themselves. Yes, they have been working on this weakness, but they haven't completely fixed it yet. They can arm twist with regards to shipping container outflow (this is their great advantage, their greatest weapon really imho), and they can bribe/blackmail. They could change course, but they are very invested in this model and any change would weaken them, and that they are most unwilling to forebear (likely do to internal machinations). This is where Donald J. Trump has been a threat (and yet a temptation): he cooperates with them to a degree, but no further, and only when there is mutual benefit (the Chinese are quite addicted to and dependent upon that one sided form because they are so very leveraged and cannot make good on it).
