How in the world did the Georgia Legislature pass laws to restrict itself from even meeting? This is their job! Basically their system is rigged so that if you cheated bad enough, the legislature can't do a thing without violating their state constitution. Wanna bet this was no accident?
I believe Texas has laws that limit when/how much the Legislature can meet. The logic behind it is that being a representative is a part time job, and the less time the government can operate, the less damage it can do.
