It's feels vs. logic Compassion vs. Loyalty

So we see corruption because the person broke the rules, was disloyal etc.

They see kindness because someone was trying to help those that were unfortunate. Even if those unfortunate people make up 50% of the murders in the country (hypothetically speaking). And the help that was given only lasts for a day and results in that person's next five generations being just as poor off. Because it feels good and compassionate.
