The require college degree is a terrible idea. Universities are marxist indoctrination camps. You have a higher chance of finding a quality person who never went to university than a quality person who did go to university.
The age limit is actually a good idea. People who become police officers young will be shaped by the culture far too easily. Forcing the hiring of <25yos will ensure they are less susceptible to police indoctrination.

I don’t believe in BLM/Antifa/Defund the Police but I think Back the Blue is too extreme. A lot of cops are decent but a lot of them are not. We really need policing reform.
Do we need policing reform though? The statistics don't really indicate much of a problem. I'd argue the problem is not with the police force itself but the society as a whole. You want less police officers killing black people? Find a way to stop black people from committing crimes. That's how you solve the problem not by putting the blame on officers.
Any system can be improved so if there's a way to improve it then great but of all the problems to focus on in society, policing is actually an extremely minor one.

To me it’s not about race. The cops are being difficult to people of all races, even whites. Look at the lockdown police.
