Guns are only part of it, we have to maintain control over our military. If we don't the enemy could release very deadly biological weapons on us (mouse pox, airborn Ebola, etc) because they wouldn't have to fear a "fire and fury" response. And civilians don't have the ability to stop high altitude drones etc dropping it on us.

That might help us if they just hit the urban coastal population centers on the west coast.
