They are focusing on the 4 states that changed their voting laws unconstitutionally. Arizona didn't do that. The other 4 did. They used either lawsuits ie judicial power or executive orders ie executive powers to change election laws. That's unconstitutional because they were supposed to go through the legislature to do that. PA has en entire process outlined in their constitution... it was ignored.
Arizona cheated through fraud alone, so they couldn't be included in the lawsuit because the lawsuit is covering the unconstitutional changes to election laws.
