It's a criminal tactic that works for false accusations too, the cop/judge/jury is more likely to believe the first story they hear. It's not just a bias toward the victims, it's a bias toward the first version of the story.
The media has used the same thing time and again, back when they were more subtle about manipulating people. When presenting two sides of a story you present the one you want people to believe first, then make the "other side" sound reactionary.
Reaction sounds like guilt.
"You're a racist."
"No, I am not" [nothing matters beyond this point to the easily deceived.]
Their entire projectionist platform works this way:
"Republicans are racist."
"But democrats are the ones that" [Nothing beyond this point matters to the easily deceived.]
Convincing someone of a lie is much easier than convincing them they've been lied to.
