I've been talking to a former AZ state senator who has consulted with a Constitutional attorney. From what I understand, they only need a simple majority because the other avenues are closed to them.

According to Whip Borrelli, they need Cucked Ducey to EO an Emergency Session as the GOP lacks the 2/3 majority to force the Emergency Session
