You can look up cars by licenseplate, and find where they are from, and if they have the right plates.

License plates are registered to people and addresses-It was a non-US Plate

My disinfo job? Get bent twerp. It's been a long day. "coming off on the freeway" is how some people refer to taking an offramp.

Put in context "I did see a license plate with a paper taped over it - but coming off on the freeway, I was behind it- looked up the vin # and it was a car from Mexico"

translates to

"I did see a license plate with a paper taped over it - but [taking the offramp] on the freeway, I was behind it - looked up the vin # and it was a car from Mexico"

Which would be fucking superhuman to do from another vehicle, vin numbers are not exactly prominent and you literally just said the plate was papered over.
