Crossing the rubicon is going to war, it only happens when the legal system fails and there’s no other options left besides physical action involving the US military or US militia.

Lincoln crossed the rubicon in 1861 with the war powers, martial law and military tribunals.

Yes. When Caesar "Crossed the Rubicon" with his army, there was no going back. He was all in, fully committed. He would either be victorious or else be executed as a traitor.
