I think it was after election. Some people are saying it's from Coffee County, Georgia where they refused to certify the electric recount bc they said the Dominion Voting machine had too many flaws and couldn't replicate an of it's counts. They are saying that this is a video of the election supervisors/auditors looking at the system?! I'm not sure.
