Nope. Trump won in a landslide on election night and nothing about that victory would have precluded him from taking a sledgehammer to the Deep State— nothing left to lose in term two. But once the counting stopped it was obvious they were going to fix it, and Trump is nothing a master of ad lib. I’m sure he had some contingencies in place beforehand, but this response was likely cobbled together in the few weeks since Election Day, which makes it all the more impressive.
