It is implemented for ranked choice voting. Shiva is a retard for asking "WHY would a voting machine have this feature?".
It is for ranked choice: Your 1st choice is given 1 vote, 2nd choice is given 0.5 votes, 3rd is given 0.25, etc, as an example.
