At this point how can any reasonable person argue there is no evidence of fraud. Vote fraud is a built in feature of dominion machines, they market it! (media.patriots.win)

Weighted voting is a legitimate voting system in some places. Many places in Europe have preferential voting which is a form of weighted. It can also be used in instant runoff like in Australia.

So it doesn't automatically mean malfeasance per se, but it does mean that they have the capability to do malfeasance.
