Am I missing something obvious here? North Korea is not exactly a travel hotspot and I thought they were very tight on people coming into and leaving the country. How are they at a VERY HIGH level?
I don't know how CDC collects their data. One can speculate many things, from China outsourcing labor to NK to NK consistently sending its people internationally for State business.

Well, I would say it's all of the Chinese labor, but then Chinese COVID rates are extremely low so that can't be it.
