So as far as I can tell, the overall case is this right?

The Constitution says certain parts of the state governments are responsible for election laws, and the four indicated state executive or judicial branches unilaterally changed laws using the pandemic as cover.

Correct, they changed laws regarding the election without them going through the state congresses. Therefore these laws were unconstitutional and since they were federal elections, they impact (cause harm) to all other states. Just that some states are totally fine with the harm because they like the outcome.
