I have been racking my brain with this. Why would he not say 40 days so he could get the report before the 14th? There has to be a reason and a card we are not seeing.

Maybe it is similar to shoplifting laws...
They cannot charge you until you are out the door. Maybe nothing can legally be done until the electoral college has been fully defrauded.
Good point. Maybe this is the last ditch effort for if SCOTUS cucks out on us. Wait until after the electoral college vote, show military intelligence that Joe/Kamala are manchurian candidates, and then throw it all into disarray. A sort of fail-safe. Remember, Trump keeps saying the only day that matters is Inauguration Day.

Ha, I suppose this could be the answer, but I doubt it. Trump knew there was going to be massive fraud. He specifically chose this date. He also swapped in an ally into DNI at the last minute (who will be producing the report).
