Something they told my parents was not that individual chinese were the problem, but that the chinese government would keep tabs on its citizens in foreign countries and had the reach to get into contact with them. Meaning that the chinese are not complicit in first degree but that they get a call and most can't just tell the embassy personnel that's calling to shove it because they still have family over in mainland china.
