Scatter these government bureaucracies to the wind. Move their headquarters out of DC, and their bureaucrats with them. Northern VA would be emptied of many of these government workers thus painting Virginia dark red. The Dept of Agriculture should be where there is Agriculture, maybe South Dakota, Dept. of the Interior should be in the Mid-west somewhere, Dept. of Housing & Urban Development should be in NYC or Chicago...the list goes on, spread them out, away from DC and Virginia, away from the K street lobbyists and advocacy groups.
