I think it's the AG who signs on to the Texas action and Iowa has an elected Dem AG named Tom Miller. Miller has been AG for like 100 years and he needs to go, but Iowans dig consistency. Kim Reynolds probably met Xi because our former governor for life Terry Branstad was named Ambassador to China by Trump (a position he recently relinquished) and she likely went to China on a trade mission (China buys Iowa grain by the billions). I'm not a big fan of the Reynolds/Branstad adminstrations - they're local swampy types. But I'm a little hesitant to think that she's on the take from ChiComms.
