I just hit that issue. In Ubuntu Linux I did the following to update to latest and now it works again:

sudo wget https://yt-dl.org/latest/youtube-dl -O /usr/local/bin/youtube-dl
sudo chmod a+x /usr/local/bin/youtube-dl
hash -r

I was. I am wondering if they have adjusted things to stop people from using it. I should check, is it still not working?
