He's calling the tests stupid and expensive.

Gist of it is: And I've brought here with me a test directly from the ministry. [Goes over instructions but will try applying cola]. Yeah, these are stupid expensive tests paid with taxpayer money, more taxpayer money than [???]. [Something along the lines of: And we should get rid of these tests] ... Here's the test paid for by your taxpayer money, and I have said, mister president we have no problem with positive tests in parliament, namely this cola has resulted in a positive corona test.

The ??? part is "Hacklerregelung", a nice Austrian word describing a retirement program with special benefits for people who worked for 45 years. Government canceled it few weeks ago because it was too expensive for them to keep it. However, they seem to have endless money for these crappy mass testing initiatives with a huge false positive rate. In some province there were like 100 people with positive tests, but after testing again only 46 of these people were actually positive. So more than 50% of the positive cases were not real. That was a real article in the Austrian state media, I'm not making it up. Can provide the link if interested, of course in German

Here's a link on the low quality of the rapid test kits in Vienna: https://www.vienna.at/wiener-massentest-positive-schnelltests-grossteils-falsch-positiv/6833920 cliffs:

  • 113637 people tested
  • 106 tested positive (rapid test shown in the video)
  • out of these 106 only 45 were tested positive (PCR test confirmation)

Austria bought 10 million crappy rapid test kits for the mass testing initiative. Apparently they paid 67 million €: https://kontrast.at/corona-schnelltest-kosten-oesterreich/ and it gets better, neighboring Slowakia paid for the same amount of test kits only 40 million €.

The cost of the so-called "Hacklerregelung" is somewhere between 30-50 million €. That's what the guy in the video is referring to.

All of this to find maybe a few 100 people with Chinavirus.
