I love how it's an "agency use only" memo, and there are no names provided. I also love how they are effectively accusing healthcare workers, all of them, as racist. They blame "systemic racism", and the "system" in this case is the healthcare system. Due to liberalism (being facetious), majority of African Americans in America does not have direct access to health care or have a health conscious mind. That leads to the development of several medical issues such as diabetes and obesity. With "COVID" your chances of dying increases if you already have some sort of underlying disease or medical conditions.
So like with crime statistics, a small % of the population makes up a large % of the population's issues.
