I've seen various interpretations and explanations for this... from my understanding, if a state's electors are voided, that amount lowers the total of the 583, which then affects the amount to win (which would be lower than 270). But whatever that goal is, 270 or lower, if no one reaches it, then it goes to the House. (Perhaps someone more knowledgeable can support or correct my understanding...)
270 isn't mentioned in the Constitution. The president is chosen by a majority of the electors. So, we need the electors from these states.
