According to https://www.texastribune.org/2016/06/24/can-texas-legally-secede-united-states/, Texas has the right to split into 5 separate states, which would increase the influence in the Senate, but there is nothing that expressly reserves the right to Secede. The Civil War demonstrated that a state can be forcefully compelled to stay in the Union. There has been talks of adding a Secession plank to the Texas GOP Party, but I do not believe that has formally passed.
