The 1998 African events were orchestrated by the CIA themselves, mainly for two reasons. The embassy buildings were old, outdated and they wanted new flashier buildings. They needed to start their narrative for the events later that year. They got a couple of guys they could use as patsies and all went brilliantly.
They tried to frame Osama bin Laden for being behind it but they didn't have any luck with the U.S. courts so in the spring of 2001 they invented the name "al-Qaida" in an attempt to prosecute him with a particular set of rules used to get Mafia families prosecuted (i.e. there needed to be a "family name"). And thus "Al-Qaida" was born.
Their lack of evidence that Osama had been involved in demolishing the embassies made them fail spectacularly at getting a prosecution against Osama. But they managed to get Osama on the FBI's "most wanted" list, which was their ACTUAL goal, given what would play out later that year.
The FBI later moved Osama bin Laden off their most wanted list. They admitted that they never found any evidence that Osama had actually been involved in the embassy demolitions. But then it was too late, his face and name had already done the job to sell in wars in both Afghanistan and Iraq, and the corrupt Deep State's Cheney, the Bush family, Rumsfeld, Wolfowitz etc. etc. were laughing all the way to the bank because they had also gotten the greatly unpatriotic "Patriot Act" through even though they didn't allow time for it to be read before.

I work in a maximum security prison. Inmates NEVER get fatter. They get enough food to survive and no more. They can order a package every three months to get things like coffee and ramen soup, but there is a price limit. Inmates lose weight in prison.
