What is your actual question here? Yes, they can rule right now. They could have ruled without Amici and before the Texas reply brief. They could ask for additional briefing, oral arguments etc. In any event their ruling will bind. I would expect them to rule (if they choose to do so) before noon on Monday. The facts of the case are not in question, if you read the briefs. The question is: does the court feel the elections were tainted enough by the clearly unconstitutional actions of State Executives to irreparably damage the results? If so, what remedy will they order?

They could order an injunction against electors from those four states casting ballots. That is well within their powers and is a reasonable step to buy time.
