They're US Citizens, they vote in primaries & have non-voting representatives in both houses of Congress. No. They do not pay federal taxes unless they are US Gov't employees. They're US Citizens, they vote in primaries & have non-voting representatives in both houses of Congress. Their representatives are only allowed to give speeches.
