I can't put a finger on the 'why' but I really think the sign language is part of Chinese propaganda. It didn't start being used to my knowledge until coronavirus, and it's been a part of every single press briefing. Notice that Trump doesn't use them. And I have seen it used in Chinese press conferences. And now here with Antifa.
