Not at all. Had the FBI sent their own agents to spy the problem could have been avoided. Instead they chose to retaliate using official government tools.. The ruling simply says agents can be held personally liable for damages.

This was a ruling that Muslims can tell the government FUCK YOU when they try to investigate terrorist plots in their mosques.
The first World Trade Center bombing plots were planned in two mosques in Brooklyn and Jersey city.
