I'm probably not understanding something. If you want an extra hour of light in the evening, you have to give up an hour of light in the morning. It'd be doable, but I'd prefer noon to be when the sun is directly overhead, that is to say normal time, for the whole year, rather than having DST at all (but that's just me).
Now make daylight saving time permanently. None of this fall back bullshit where it's dark at 5 pm
