GEOTUS can veto whatever he wants. If he does, Congress has to vote on it again. The media is saying "veto-proof majority" because 84 votes means that the Senate has the votes to overcome his veto.
Let it sit on his desk til he can’t let it sit longer, then veto it. Maybe it will run the clock til the next legislature is brought in.
