The reason it was not taken is because Texas did not ask for the Presidency. This was for the Future and the Future is NOW! It may be refiled and in it asked that we disagree with the election results and would accept another result or another election. It could not be clearer. PA case on the other hand just needs to be presented differently to effect the same result.
He says he would grant the request to file but not the result...if you read Texas request, They specifically state that they do not want to overturn the election to Donald Trump and never offer that could be the result, therefore they cancel what could be the outcome...very simple conclusion and could be brought as a detriment and the LSM would ride the hell out of it.
