Don't hide it. Just don't do anything illegal. The government cannot do anything in response to citizens forming LEGAL militias. There is value in having it public, not the least of which is making it easy for people to join. Not all actions would even need to be militaristic. This could be a great way to get people to band together. Specific actions can be decided upon later.
