Actually, start at the county level. The sheriff has more power then ppl think so meet them if based, bonus points for winning over the prosecutor, file for non profit status for the group, and don’t call it a militia until the opportune moment.
If your county is the problem, definitely. However, most are not, as it stands. The majority of issues start at the state level, unless you're unlucky enough to be stuck in a blue cesspool urban wasteland.
