No, but you can give them a good smack upside the head with a citizen's shovel. :)
Let's put it this way... Today's SCOTUS failure shows you that you live in Clown World. So you could try to arrest somebody, but there's are an entire carnival tent full of Clowns who will just let them go and then you will be lucky if all you get is a pie in the face.

My impression was you literally hold the person for the cops to arrest and sign some kind of affidavit.
