USSC did not decline TX on merits but in their standing to sue, The merits of the case were not dismissed. This is not me talking. It is Rudy Giuliani's statement

As trump said they did not have wisdom in this case. It was a strategy without precedent, which is why the strategy, while bold, was not guaranteed success.

The same arguments as TX made will still be made in lower courts first, be rejected and be appealed to the USSC. In their eyes that is how this is done.

You call yourself a Hero, but doomers are not heroes. I wouldn't want you fighting beside me in my foxhole. Heroes don't surrender. You have surrendered. You are no one's "hero."

Texas can refile and strengthen their standing argument. They shouldn’t have to as they clearly had standing. Also, as a the Court of original Jurisdiction SCOTUS is the trial court, appeals court, and Supreme Court. They could appeal and argue further on the standing issue.
