All they have to do is refuse to disclose where they are, what the passwords are, and deny access to those areas. And, they're not necessarily stored in the buildings that are front facing to the public, they may be in remote locations. Or on servers away from the offices.

Government procedure for top secret documents is pretty hardcore, they're stored in filing cabinets with multiple locks, or in vaults you have to be allowed in, or on servers they'd never get access to. All they have to do is refuse to disclose where they are, what the passwords are, and deny access to those areas. And, they're not necessarily stored in the buildings that are front facing to the public, they may be in remote locations. Or on servers away from the offices.
