It was a cyber warfare attack on critical U.S. infrastructure (the election system) by foreign powers to try to overthrow the U.S. government using election fraud. Groups within the U.S. helped with the attack, which makes the whole thing an insurrection.
The Insurrection Act, limited martial law, and military tribunals for all the traitors is the ultimate solution to the attack. Pulling the trigger on invoking the Insurrection Act before all the legal and legislative remedies were given a chance to work would be a bad move... so as a result we have been subjected to all the tick tock bullshit while we're waiting.
