Government procedure for top secret documents is pretty hardcore, they're stored in filing cabinets with multiple locks, or in vaults you have to be allowed in, or on servers they'd never get access to. All they have to do is refuse to disclose where they are, what the passwords are, and deny access to those areas. And, they're not necessarily stored in the buildings that are front facing to the public, they may be in remote locations. Or on servers away from the offices.
I honestly believe any GS-11 who attempts to get access to the deep stuff would be killed or jailed. "Oh, that guy? Dunno. He never showed up."
He has said that about multiple issues for years. Even if he wanted to do it the alphabet agencies wont let it happen, they just ignore the orders.
