It's used as blackmail material to control and extort them. They all agree to it as a condition of entry into their circle of power. And things like the Hillary ritual happen only at the end of a long series of similar episodes of increasingly terrible things (that originally started out as kinda mild). They create a slippery slope for themselves and descend down it, laughing the whole way.
