The way I read, "We have only begun to fight" in Trump's tweet is that we need to take unprecedented action to win this fight.
The system is completely rotten. The swamp is 50 feet deep and when you drain one, you fill another.
This is unfortunately where we find ourselves. Call me a doomer, or whatever. This is reality.

The swamp we are in is literally like the Everglades, huge and seemingly endless. We have a lot to do just to get it to be a manageable swamp
