Yes, the date can be changed on a machine that does the postmarking. It's very simple. Postmarks should never be proof of the date anything was sent.

'Should never', but 'Are'.

The problem is, they are used in legal court cases, and have compromised a federal mandate of legal weights and measures.

I worked as Postmater relief in a small post office. We could hand stamp anything manually. You could set any date on the stamp, if so inclined.
