Yeah, but 1(a) is max 45 days to report followed by another 45 days in 1(b) to report once 1(a) report was recieved. AG could be reporting to new POTUS unless DNI assessment happened immediately following election day.

He gets the first assessment within 45 days, it's extremely clear and lists exactly who should receive it (including the President). AFTER that there's another 45 days for another report.

Does POTUS have to wait for the actual report? Would it be possible to take actions after receiving the assessment?

no after that there is an investigation

then after the investigation there is another 45 days max before report

It says explicitly that the President must be given the initial assessment and the supporting documents within 45 days of the election.

Go and read the order. Section 1a is the DNI assessment. Section 1b is the following report. Both go to the President, one within 45 days of election and the next within 45 days of that.
