I always assumed that Trump didn't know just how extensive the swamp was and kept being recommended to hire swamp creatures by other swamp creatures, hence the high turnover as they kept letting him down. Not sure why Barr still has a job though.
I think the swamp is deeper than anyone can fathom. My theory is he keeps appointing these swamp creatures to bring out the sleeper agents. See where the rats congregate etc. This also serves to make his enemies think they have control over him. Then, he fires them, rinse repeat. Might be towards the end tho, with his latest pentagon appointments.
