It started about 2003 in the army started worrying about recruits feelings and gave them a stress card they could raise if the drill Sargent was to mean.

I've been Active Duty since 1998. "stress cards" never happened.

It's the same thing as chem light batteries, flight line tape, box of grid squares, and the PRIC-E8.
